Why CBSE ERPs don't fit UPMSP schools.

The Uttar Pradesh Madhyamik Shiksha Parishad isn't just India's largest state board — it's one of the largest school examination systems in the world. Over 26,000 affiliated schools. Roughly 3 crore students sitting High School (Class 10) and Intermediate (Class 12) board exams each year. The administrative complexity is proportionally enormous, and a single UPMSP-specific quirk — the Class 9 and Class 11 batch pre-registration system, run two years before the public board exam — is the single biggest reason generic CBSE ERPs fail in UP schools.

A UPMSP school's office must simultaneously satisfy UPMSP's exam registration and result processing requirements, the UP Scholarship Portal (scholarship.up.gov.in) for the school-level Pre-Matric and Post-Matric Inter tiers, the Prerna portal (prernaup.in) for Class 1-5 FLN tracking if the school runs primary classes, the DIOS (District Inspector of Schools) office for physical inspections, the BEO (Block Education Officer) for RTE 25% compliance and welfare scheme audits, and the district-level MDM monitoring authorities. Each with its own data format, submission timeline, and document set.

The SR (Scholar) Register — heart of a UP Board school.

The Scholar Register — SR Register — is the most legally significant document a UP Board school maintains. Every student ever enrolled, with a sequential SR number unique to the school's register, admission date, caste, religion, parent details, previous school SR number, academic year of admission, and eventually their departure date and TC number. The SR number is UPMSP's primary identifier for board examination registration; any discrepancy between the SR Register and the UPMSP portal data — a wrong date of birth, a misspelled father's name, an incorrect caste category — delays or invalidates a student's board registration with serious consequences for their academic year.

SchoolDeck digitises the SR Register completely. Next sequential SR number auto-assigned on admission. All UPMSP-required fields captured. Class 9 + Class 11 batch pre-registration — UP's distinctive workflow.

UPMSP requires schools to pre-register students with the board two years in advance of their public exam. Class 9 students are pre-registered for the High School (Class 10) exam two years out. Class 11 students are pre-registered for the Intermediate (Class 12) exam one year out. This is distinctive — TN, TS, MH, KA all register at the exam year itself. UP's two-year-advance system means October-November every year is batch registration crunch time.

For schools with 200-500 students registering in a single year, manual compilation from physical SR Registers into Excel — followed by careful column-matching to UPMSP's portal format, repeated upload attempts until the headers stop mismatching — typically eats 3 to 5 working days of the clerk's undivided time. Any error after upload requires a correction process that can take additional weeks. UP Scholarship Portal — the school-level tiers (and the one we exclude).

The UP Scholarship Portal at scholarship.up.gov.in is run by the UP Social Welfare Department with NIC. It's popularly called the "Saksham Portal," but that's an unofficial nickname — the formal portal name is just UP Scholarship Portal. Roughly 84 lakh students apply across all tiers each year. The portal has three tiers:

• Pre-Matric Scholarship — Class 9-10 students, income limit ₹1 lakh, school-level disbursement.
• Post-Matric Inter Scholarship — Class 11-12 students, income limit ₹2 lakh, school-level disbursement.
• Dashmottar Scholarship — UG / PG / Diploma students, college-level disbursement (NOT school).

SchoolDeck syncs only the two school-level tiers — Pre-Matric and Post-Matric Inter. Dashmottar is explicitly excluded because it disburses to students in college, not in school. Some ERPs include Dashmottar in their "tracked schemes" list to inflate feature counts; we don't, because the school cannot meaningfully manage what doesn't happen in the school.

Prerna portal — Class 1-5, not Class 1-8.

Mission Prerna was launched in 2019 by CM Yogi Adityanath under the UP Basic Education Department. The portal at prernaup.in tracks Foundational Literacy and Numeracy (FLN) outcomes — aligned with the national NIPUN Bharat Mission — for Class 1-5 in roughly 1.6 lakh UP council schools. Coverage includes about 1.8 crore students. The Prerna DBT module also handles bank-account seeding for direct welfare disbursements.

A common error in generic ERPs is claiming Prerna integration covers "Class 1-8." It does not. Prerna's mandate is Class 1-5 only. Classes 6-8 (upper primary) sit under a different UP Basic Education Department assessment workflow. SchoolDeck integrates with Prerna for the right class range — Class 1-5 attendance and FLN assessment exports — and handles Classes 6-8 separately under the UP Basic Ed upper-primary track. Mukhyamantri Abhyudaya Yojana — not a school scheme.

The Mukhyamantri Abhyudaya Yojana was launched on 16 February 2021 (Basant Panchami) by CM Yogi Adityanath. It's a free coaching scheme for students preparing for competitive exams — UPSC, UPPSC, NEET, JEE, NDA, CDS — at Mandalayukta-level coaching centres across UP's 18 divisions. Over 87,000 students have enrolled since 2021. The portal is abhyuday.up.gov.in. Schools don't disburse Abhyudaya, don't track Abhyudaya applications, and don't receive Abhyudaya funds — students apply individually. Generic ERPs that market "Abhyudaya tracking" as a school feature are inventing a workflow that doesn't exist.

RTE 25% — active in UP, with reimbursement disputes ongoing.

Section 12(1)(C) of the RTE Act 2009 read with the Uttar Pradesh Right of Children to Free and Compulsory Education Rules 2011 applies to UP — unlike Telangana, which has not implemented the Rules. UP's 25% reservation covers unaided non-minority private schools from entry-level Class 1 to Class 8. The Allahabad High Court Order of 1 March 2016 has been the primary judicial reference. Private school associations have raised reimbursement-delay disputes with the state government repeatedly, particularly around backlog reimbursements for several academic years.
