Why CBSE ERPs don't fit TN State Board schools.

Schools affiliated with the Tamil Nadu State Board operate under the Tamil Nadu School Education Department, with the Directorate of Government Examinations (DGE) conducting three public board examinations — SSLC at Class 10, HSE +1 at Class 11, and HSE +2 at Class 12. Tamil Nadu is also the only major southern state with a Class 11 public board exam — most other state boards conduct Class 11 as an internal school exam.

The most visible failure of a generic ERP in a TN school is the Tamil Transfer Certificate. Software built for CBSE schools renders the TC in TSCII or TAB encoding, where grantha consonants like க்ஷ and ஶ்ரீ print as separated forms. The Office Assistant rewrites the broken characters in pen — the software's value collapses. SchoolDeck uses Unicode Tamil (Noto Sans Tamil) throughout. EMIS — Tamil Nadu's centralised student data system.

The Educational Management Information System portal at emis.tnschools.gov.in is the canonical student database for Tamil Nadu. Every Govt, Aided, and Private school must maintain up-to-date records on EMIS. Each student gets an 8-digit EMIS number that drives scholarship applications, board examination registration, and welfare scheme disbursements.

The practical problem isn't EMIS itself — it's the manual re-entry burden. A school clerk spends weeks each cycle typing student data from physical Admission Registers into the portal interface. Any discrepancy — wrong community category, mismatched DOB, fat-fingered EMIS number — silently delays scholarship disbursements or board registration. Eight community categories — not the four most ERPs know.

Tamil Nadu has India's most detailed community classification for school administration. Generic ERPs built for CBSE schools track four categories: SC, ST, OBC, General. That's not enough for a TN school. Tamil Nadu uses eight communal reservation categories:

• OC (Open Competition / General) — 31%
• BC (Backward Class) — 26.5%. Includes Vellalar, Nadar, Mudaliar, Pillai, Goundar.
• BCM (BC Muslim) — 3.5%. Distinct from general BC.
• MBC (Most Backward Class) — within combined MBC + DNC 20%. Includes Vanniyar, Agamudayar, Kallar.
• DNC (Denotified Communities — formerly Criminal Tribes) — within combined MBC + DNC 20%. Includes Irular, Kuravar, Narikuravar.
• SC (Scheduled Caste) — 15%.
• SCA (Scheduled Caste — Arunthathiyars) — 3% sub-quota within SC for Arunthathiyars.
• ST (Scheduled Tribe) — 1%.

SchoolDeck captures all 8 categories with sub-community names at admission — essential because Tamil Nadu's scholarship schemes are category-specific. The BC/MBC/DNC Welfare Department disburses through a different channel than the Adi Dravidar Welfare Department (SC/ST/SCA). Misclassify a Vanniyar student as BC instead of MBC, and her scholarship application gets silently rejected.

Pudhumai Penn = Moovalur Ramamirtham. Same scheme. Post-Class 12 only.

There is widespread confusion in school staff rooms — and in school software — about Pudhumai Penn and the Moovalur Ramamirtham scheme. To clarify: they are the same scheme. The Tamil Nadu government announced in the March 2022 budget speech that the older Moovalur Ramamirtham Ammaiyar Marriage Assistance Scheme would be transformed into the Moovalur Ramamirtham Ammaiyar Higher Education Assurance Scheme — which is officially marketed as Pudhumai Penn.

Critically, Pudhumai Penn disburses ₹1,000/month after Class 12, during UG/ITI/Diploma courses. The school's only role is to certify the student's Class 6-12 study in a Government or Government-Aided school. The original scheme covered Government schools only; from 15 July 2024, it extended to Government-Aided schools too — roughly 49,664 additional girl students became eligible.

Most school ERPs get this wrong — they list Pudhumai Penn as a school disbursement scheme, leading school staff to expect direct monthly disbursements through the school account that never arrive. RTE 25% in Tamil Nadu — the 2024-25 SSA fund dispute.

Tamil Nadu RTE 25% admission applies to unaided non-minority private schools at LKG and Class 1 entry-level, under Section 12(1)(c) of the RTE Act 2009 read with Tamil Nadu RTE Rules 2011. The admission portal is rteadmission.tnschools.gov.in.

The 2025-26 RTE cycle in Tamil Nadu was unusual. Tamil Nadu has formally declined to implement NEP 2020 and PM SHRI, and in retaliation the Central government withheld 60% of the state's SSA reimbursement funds for FY 2021-22 and 2022-23 — about ₹342.69 crore. The Madras High Court directed the Centre to delink RTE reimbursements from SSA conditionality; the Supreme Court issued a notice; the Centre released funds in October 2025, and Tamil Nadu announced RTE 2025-26 admission notification on October 6, with online registration starting October 9 at rteadmission.tnschools.gov.in.

Tamil Nadu Professional Tax — half-yearly, not monthly.

A common school payroll error in Tamil Nadu — even by widely-used ERPs — is treating Professional Tax as a monthly deduction. It is not. Under the Tamil Nadu Panchayats, Municipalities and Municipal Corporations (Collection of Profession Tax) Rules 1998, PT is a half-yearly assessment, collected from August and January salaries, based on the average half-yearly income. Maximum statutory PT is ₹2,500/year.

The Greater Chennai Corporation revised slabs on 20 January 2025, effective H2 FY 2024-25 — half-yearly amounts of ₹100 / ₹235 / ₹510 / ₹760 / ₹1,095 across income tiers above ₹21,000. Schools outside Chennai may operate under different slabs depending on the panchayat / town panchayat / municipality their PAN is registered with.
