RWA Notice App · WhatsApp Business + DLT-Registered SMS + Push

Retire the lift notice board.
Retire the society WhatsApp group.

EstateDeck composes one notice and broadcasts it across WhatsApp Business, TRAI DLT-registered SMS, and in-app push — with block-level targeting, per-flat read receipts, and resident phone numbers that stay hidden from every other resident.

What is RWA communication software?

RWA communication software is a dedicated multi-channel broadcast platform for Indian housing societies and apartment owners' associations. It replaces ad-hoc WhatsApp groups with a single composer that fans out a notice across three channels at once — WhatsApp Business API utility messages, TRAI DLT-registered SMS, and in-app push notifications.

EstateDeck's Communication Suite keeps every resident's phone number hidden from every other resident, tracks who has opened each notice per flat, lets you target by block, wing, owner, tenant, or dues status, and meets the DPDP Act 2023 consent obligations every Indian society now carries.

One Composer, Three Channels

Write once. Land on every phone, every way.

The lift notice board reaches the residents who walk in that day. The WhatsApp group reaches the residents who scroll past 200 forwards. EstateDeck reaches all of them — over the three channels Indian residents actually open.

WhatsApp Business — your society's own account

Not your personal WhatsApp. Your society maintains its own verified Business Account; Databus is a registered Meta BSP that connects it to the EstateDeck composer.

  • Utility template messaging: Approved fast — notices, reminders, alerts go out as official utility messages.
  • Meta Business Verification: Society's PAN + GSTIN/12A + address proof — done once.
  • Per-message pricing: Transitioned to per-message rates on 1 July 2025; India utility messages priced as per Meta's published rate card.
  • Owned by the society: The Business Account sits in your society's own Meta tenant. You take it with you if you ever change software.
📱

DLT-Registered SMS — fallback that always lands

For residents without smartphones or in low-data zones, SMS still wins. EstateDeck registers your headers and templates on the TRAI Distributed Ledger.

  • Principal Entity registration: TM-XXXXXXXXXX 13-character entity ID, 2–5 business days.
  • Template approval: 1–48 hours per template, managed by EstateDeck.
  • May 2025+ header suffixes: -T transactional, -P promotional, -S service, -G governmental — auto-applied.
  • Penalty risk eliminated: Non-DLT bulk SMS attracts ₹10 lakh per violation, ₹50 lakh repeated.
🔔

In-App Push — where read receipts live

The only channel of the three where you get per-flat read receipts back — because the EstateDeck app owns the open-event signal.

  • Instant delivery: Push notification banner the moment you publish.
  • Permanent record: Every notice stays in the in-app archive — searchable years later.
  • PDF attachments: Full circulars, audit reports, AGM agendas, MOM summaries.
  • Bilingual side-by-side: English + regional language fields in the same notice.
TRAI DLT Compliance — TCCCPR 2018

Your society's SMS, on the right side of the regulator

Since 6 May 2025, every commercial SMS in India must carry a header suffix indicating its message type. Send a transactional notice from a promotional header and TRAI fines start at ₹10 lakh. EstateDeck handles this automatically.

Suffix Category When EstateDeck Auto-Applies It Society Examples
-T Transactional Confirmations of an action the resident triggered Maintenance dues receipt, gate-pass OTP, payment confirmation
-S Service / Consent Operational notices residents opted in for Water-shutdown alerts, lift maintenance, fogging schedule
-P Promotional Marketing or non-essential offers Resident festival sale, vendor promotion (DND-honoured)
-G Governmental Compliance and statutory notices RWA election notice, AGM circular, audit notice
🔖

Principal Entity Registration

EstateDeck handles the society's onboarding to the DLT platform end-to-end.

  • 13-character Entity ID format TM-XXXXXXXXXX assigned by the DLT operator.
  • Onboarding window: 2–5 business days.
  • One-time process — society retains ownership of the registration.
  • Works across all four telecom operators (Jio, Airtel, Vi, BSNL).
📝

Content Template Approval

Every notice template gets DLT-approved before its first send. EstateDeck manages the submission queue.

  • Per-template approval: 1–48 hours.
  • Variable fields (flat number, due amount, event date) supported.
  • Library of pre-approved society templates available at onboarding.
  • Template suspensions auto-pause the matching scheduled notices and alert the admin.
🇮🇳

DPDP Act 2023 — Resident Data

Every resident's phone number is personal data under the new act. EstateDeck captures consent properly.

  • Phase I notified 13 Nov 2025; Phase II 13 Nov 2026; Full compliance 13 May 2027.
  • Channel-by-channel opt-in at resident onboarding — WhatsApp, SMS, push.
  • Section 11 right of access — residents download their data anytime.
  • Penalty for non-compliance: up to ₹250 crore.
Targeting · Tracking · Timing

The right notice. The right residents. The right moment.

Spamming all 240 flats every time the basement lift is out of service is how residents start muting your society notifications. EstateDeck slices, tracks, and schedules — so the right people care about what you send.

🎯

Segmented Targeting

Pick the slice of residents who actually need the notice. Computed live from your unit database.

  • By location: Block, wing, tower, floor — water cut for Tower B reaches Tower B's 64 flats.
  • By role: Owners only, tenants only, or both. Mix per notice.
  • By financial status: Flats with dues pending, flats current on payments, flats with refunds due.
  • Custom segments: Parking owners, pet households, ground-floor units, senior citizens — any field on the unit record.
👁️

Per-Flat Read Receipts

Stop wondering "did anyone actually see this?" The dashboard tells you per flat.

  • In-app channel: Read receipts per flat — 167/188 opened, 21 pending.
  • WhatsApp channel: Delivered + read status returned by Meta per resident.
  • One-click follow-up: Re-send the same notice to only the 21 unread flats. Zero spam to the 167 who already read it.
  • Downloadable report: Auditor-ready PDF of who-saw-what-when, for dispute resolution.
🕐

Scheduled & Recurring

Write at 11 PM. Publish at 6 AM. Repeat every 1st of the month. The Hon. Secretary's hours stop dictating the residents'.

  • Schedule once: Draft now, auto-publish at the chosen date and time.
  • Recurring patterns: Monthly maintenance reminder, weekly housekeeping schedule, quarterly audit notice.
  • Template library: Save common notices — water cut, fogging, fire drill, AGM intimation.
  • Safety nets: If a DLT template gets suspended, EstateDeck pauses recurrence and alerts the admin — not silently fails.
A Chennai Hon. Secretary's First Morning

From eleven WhatsApp groups to one composer.

Smt. Kavitha Subramaniam took charge as Honorary Secretary of Olympia Opaline Residents' Association — 240 flats across 3 towers in Navalur OMR, Chennai-600130, registered under the Tamil Nadu Apartment Owners' Act 1994. The outgoing Secretary handed her a printout titled "Society WhatsApp Admins" — 47 admins, 11 groups, 7 years of unrelated forwards. Here's what her first morning on EstateDeck looked like.

Resident Polls — Informal Only

Quick opinions, not formal votes

Should the gym buy a treadmill or a rowing machine? Should Diwali be on Saturday or Sunday? Use polls for everyday community decisions. For statutory voting, the Governance module is one click away.

📊

Opinion Polls in 30 Seconds

Create a poll, set options, pick the closing date. Live results residents trust because the maths is the platform's job, not the show-of-hands in the WhatsApp group.

  • Audience: All residents — both owners and tenants — for informal community decisions.
  • Live results: Real-time percentage breakouts as votes come in.
  • Anonymous option: Configure polls so individual responses aren't visible to other residents.
  • Auto-close: Poll locks at the end time. No more "who voted at 11:47 PM" arguments.
⚠️

What polls are not for

Polls have no statutory standing. They are decision-aids, not formal resolutions. For binding committee decisions, you need a different mechanism.

  • Not for RWA elections: Office bearer voting needs secret ballot + owner-only restriction + audit trail.
  • Not for budget approval: AGM resolutions require quorum + minutes + Cooperative Societies Act compliance.
  • Not for bye-law amendments: Statutory voting + recorded MOM + Registrar filing required.
  • Not for committee handover: Office bearer terms governed by your state Act, not a poll.

Community Forums & Helpdesk Bridge

A community space, finally with a moderator

A society needs more than a broadcast channel. Residents want to talk, share, and complain. EstateDeck gives them a moderated space — and converts complaints into accountable action.

💬

Topic-Based Forums

Each conversation has a home — and a moderator who can keep it civil.

  • Separate threads: Carpool, Buy/Sell, Gardening, Pet Owners, Senior Citizens — each in its own lane.
  • Photo and PDF support: Share garden snaps, infrastructure issues, festival posters.
  • Admin moderation: Remove inappropriate posts, close heated threads, lock resolved topics.
  • Searchable archive: Decisions from last Holi season are one search away — never buried.
🔧

Complaint → Helpdesk Ticket

The bridge that turns "someone please fix the lift" into a tracked work item with an owner.

  • One-click conversion: Admin turns any forum complaint into a formal helpdesk ticket.
  • Auto-inherits context: Resident contact, unit number, photos, original timestamp — carried into the ticket.
  • Status loop closed: Resident gets notifications as the ticket moves through Assigned → In Progress → Resolved.
  • Cross-reference preserved: The original forum post links to the ticket. Always traceable.
🔒

Privacy by default

Forum participation never costs a resident their phone number.

  • Numbers hidden: Forum participants are shown by name + flat — never by phone.
  • In-app DMs: Resident-to-resident messages happen inside EstateDeck, not on personal WhatsApp.
  • Tenant scoping: Tenants get forum access; owner-restricted threads stay owner-only.
  • Data stays with the society: If the committee changes software, the forum archive comes with you.

Sibling Boundary

What this page does not cover

Communication is the broadcast layer. Five sibling modules own the territory around it — each linked below so you land on the right one.

Communication owns the broadcast. These siblings own everything else:

Use Cases

When every Indian society reaches for the composer

The moments where the lift notice board and the WhatsApp group both fail — and a real broadcast platform earns its place.

Service Notice

Water / Power / Lift Shutdown

Targeted alert to the affected block 24 hours before. Read receipts per flat. Follow-up only to flats that haven't read it. Template suffix -S.

Dues Reminder

Maintenance Fee Follow-Up

Send reminders only to flats with outstanding dues — without broadcasting financial status to the whole society. Template suffix -T.

Governmental

RWA Election / AGM Intimation

Statutory notice to all primary owners with PDF agenda attachment. Template suffix -G. Read receipt log preserved for the Registrar audit.

Festival & Events

Diwali, Holi, Independence Day

Event poster, schedule, RSVP poll for menu choice, and reminders — one composer handles the entire run-up. Template suffix -S.

Security Alert

Vehicle Sticker / Gate Protocol

Society-wide protocol change like new gate hours, RFID sticker deadline, delivery agent restriction. Read receipts ensure no one says "I didn't know."

Hyper-Local

"Lost Cat in C-Wing"

Resident-initiated, moderated thread in the community forum. Photo support. Discussion stays in C-Wing — no spam to A and B.

Decision Poll

Gym Equipment / Festival Date

30-second informal poll to gauge community preference. Auto-closes. Result shared as next notice. Zero "you decided without us" disputes.

Post-Disaster

Lift Stuck / Sudden Flooding

If composing a notice takes too long, use SOS instead. This page is for planned broadcasts, not crises.

Frequently Asked Questions

Everything societies ask us

What is RWA communication software?

RWA communication software is a dedicated multi-channel broadcast platform for Indian housing societies and apartment owners' associations. It replaces ad-hoc WhatsApp groups with a single composer that fans out a notice over three channels — WhatsApp Business API utility messages, TRAI DLT-registered SMS, and in-app push notifications — while keeping each resident's personal phone number hidden from every other resident. EstateDeck's Communication Suite adds block-level targeting, per-flat read receipts, scheduled and recurring publishing, informal polls, and moderated community forums.

Is sending society notices over SMS legal under TRAI DLT regulations?

Yes — provided the society's SMS sender header and content templates are registered on the TRAI Distributed Ledger (DLT) platform under the TCCCPR 2018 regulations. EstateDeck handles this on behalf of the society: Principal Entity registration takes 2–5 business days, individual content-template approval takes 1–48 hours. Since 6 May 2025, every approved header carries a suffix denoting message type — -T for transactional, -P for promotional, -S for service / explicit consent, and -G for governmental. EstateDeck auto-applies the right suffix per notice category. Non-compliance attracts ₹10 lakh per violation, ₹50 lakh for repeated breaches.

Can I send notices to specific blocks or wings only?

Yes. EstateDeck's targeting engine slices your resident database by block, wing, tower, owner vs tenant, dues-paid vs dues-pending, parking vs no-parking, or any custom segment. A water-shutdown notice for Block B reaches the 64 flats in Block B — without notifying the rest of the society. The targeted segment is computed live from the unit database, so the right notice goes to the right people every time.

How does read-receipt tracking work for society notices?

After publishing, the Read Receipt dashboard shows per flat which residents opened the notice in the EstateDeck app (in-app push channel). For the WhatsApp Business channel, delivered and read status comes back per resident from Meta. SMS does not return read receipts (it's a fire-and-forget channel under TRAI rules). The Honorary Secretary can fire a one-click follow-up that targets only the flats that haven't opened the notice — without spamming residents who already read it.

Does the WhatsApp channel use my society's WhatsApp Business account?

Yes. Your society maintains its own WhatsApp Business account on its own Meta tenant — Databus is a registered Meta Business Solution Partner that connects the EstateDeck composer to your WhatsApp Business API account. Business Verification requires the society's PAN + GSTIN or 12A registration + address proof. Utility-category templates (notices, reminders, alerts) get approved typically within minutes. India utility-message pricing transitioned to per-message rates on 1 July 2025; refer to Meta's published rate card for current per-message economics.

Are resident phone numbers protected under the DPDP Act 2023?

Yes — and EstateDeck is built to comply. The Digital Personal Data Protection Act 2023 (Phase I notified 13 Nov 2025, full compliance deadline 13 May 2027) treats resident phone numbers as personal data requiring explicit consent. Residents opt in at onboarding for each channel — WhatsApp, SMS, and push — independently. Their phone numbers are never visible to other residents in the app, in forums, in polls, or in directory listings. Each resident can download their data (DPDP Section 11 right of access) or request erasure when they leave the society. Max penalty for non-compliance is ₹250 crore.

What is the difference between a poll on this page and a formal society vote?

Polls on the Communication page are lightweight opinion-gathering tools — open to all residents (owners and tenants), used for everyday community decisions like Diwali date, gym equipment choice, or festival theme. They have no statutory standing. Formal society votes — RWA elections, AGM and EGM resolutions, MOM-binding decisions, budget approval, bye-law amendments — live in the EstateDeck Governance module, where they run as secret ballots restricted to verified primary owners with a full Cooperative Societies Act audit trail. The two features deliberately don't overlap.

Can residents convert a complaint into a formal maintenance ticket?

Yes. When a resident raises an issue in the moderated community forum — lift not working, water seepage, security lapse — the Hon. Secretary or a building admin converts the forum post into a formal Helpdesk ticket with one click. The ticket inherits the resident's contact, unit number, photos, and timestamp. Status updates (Assigned to Vendor, In Progress, Resolved) flow back to the resident as automatic notifications. The full helpdesk workflow — SLA timers, vendor assignment, resident sign-off — lives in the Helpdesk module.

Can I schedule recurring society notices?

Yes. Draft a notice once and schedule it to publish at a specific date and time, or set it to recur — every 1st of the month for maintenance reminders, every Friday for housekeeping schedules, every 5th for fee due alerts. Notice templates can be saved and reused. Recurring notices honour the TRAI DLT template approval status — if a template is suspended by Meta or your DLT operator, EstateDeck pauses the recurrence and notifies the admin instead of silently failing.

How is this different from the EstateDeck SOS Alert system?

The Communication module is for composed, intentional broadcasts — official notices, scheduled circulars, planned reminders. The SOS Alert system is a one-tap emergency button residents press during a real emergency — fire, medical, security threat — which fires a high-priority alert to security, the RWA committee, and pre-set emergency contacts simultaneously, with the resident's unit number and live location. SOS is fire-and-forget, one-to-many, latency-critical. Communication is composed, targeted, and tracked.
