Why Bengal schools need a WB-built ERP, not a CBSE port.

Schools in West Bengal operate under a dual-board architecture — WBBSE (West Bengal Board of Secondary Education) for Madhyamik at Class 10, and WBCHSE (West Bengal Council of Higher Secondary Education) for Higher Secondary at Class 11-12. The two are administratively separate, with separate registration, separate marksheets, and as of academic year 2025-26, fundamentally separate examination architectures.

In May 2026 the political backdrop also shifted — the BJP won the Assembly Election with 207 of 294 seats; Suvendu Adhikari is the new Chief Minister; the long TMC era is over. School welfare schemes built around Kanyashree, Sabuj Sathi, SVMCM, and Taruner Swapna remain operational as of mid-2026 but their continuation, renaming, or replacement is under review. Lakshmir Bhandar (women's monthly stipend) is being replaced by Annapurna Bhandar (₹3,000/month) effective June 1, 2026. A new Vivekananda Merit Scholarship Yojana has been announced. The WBCHSE 4-semester system — why CBSE ERPs simply cannot do this.

From academic year 2025-26, WBCHSE moved Higher Secondary from an annual examination to a 4-semester system. Class 11 has Semester 1 (September) and Semester 2 (February). Class 12 has Semester 3 (September, 100% MCQs) and Semester 4 (February, descriptive + 30% MCQs). Each semester carries 40 marks; subject total is 100 marks (theory + practical/project). The final Class 12 HS marksheet consolidates marks from all four semesters, including the Class 11 semesters captured in the previous year.

This is the workflow that breaks every CBSE-built school ERP currently being marketed to Bengal schools. CBSE has no concept of cumulative semester marks carried forward across academic years. Generic ERPs either lose the Class 11 semester data when promoting students to Class 12, or store it as "old marks" that don't feed the HS marksheet generator. The Office Assistant ends up rebuilding the consolidation in Excel — three weeks of mark-by-mark transcription per result cycle. The 7-point WBBSE grade scheme — AA (90-100, Outstanding), A+ (80-89), A (60-79), B+ (45-59), B (35-44), C (25-34, minimum pass), D (below 25, fail) — applies per subject. Pass thresholds: 25% per subject (grade C) plus 34% aggregate (272 out of 800 total). First Division kicks in at 60%, Second at 45-59%, Third at 33-44%.

Kanyashree Prakalpa — get the amounts right.

Kanyashree Prakalpa is one of West Bengal's flagship welfare schemes, internationally recognised (UN Public Service Award 2017) for delaying child marriage and supporting girl-child education. It has three tiers:

  • Treat WBCHSE as an annual system.

    From AY 2025-26, WBCHSE is a 4-semester system. Class 11 Sem 1+2 + Class 12 Sem 3+4. CBSE-built ERPs that still run annual workflows will silently lose Class 11 marks when promoting students to Class 12. We don't.

  • Show Kanyashree K1 = ₹750.

    The amount was raised to ₹1,000 per year. Several school ERPs still display the outdated ₹750, which appears in parent communications and creates eligibility confusion at the DI School level. We track the current amount.

  • Include Kanyashree K3 as a school scheme.

    K3 (₹2,500/mo Science / ₹2,000/mo Arts) is for UG/PG students at college level — it doesn't disburse through schools. We track K1 + K2 only. Same exclusion rationale as Dashmottar in UP and Overseas Vidya Nidhi in TS.

  • Track Lakshmir Bhandar as a school disbursement.

    It's a women's monthly stipend (₹500 General / ₹1,000 SC-ST) at household level — not a school scheme. Being replaced by Annapurna Bhandar (₹3,000/mo) under the new BJP government from June 1, 2026. Either way, schools don't disburse it.

  • Hard-code TMC scheme names in templates.

    BJP took office May 2026. Kanyashree, Sabuj Sathi, SVMCM, Taruner Swapna are operational but under review. Renames are likely (this happened in AP, RJ, TS post-election). We track scheme renames centrally; your templates don't need manual rebuilds.
